JOB SUMMARY:
The purpose of this position is to lead an assigned crew of workers engaged in operating equipment and performing installation, maintenance, and repair work on CCWA water distribution systems and wastewater conveyance systems.
ESSENTIAL JOB FUNCTIONS:
- Leads and coordinates daily work activities of assigned crew or co-workers; confers with supervisor to obtain direction regarding work assignments and priorities; organizes tasks in order to complete assigned work; monitors status of work in progress and inspects completed work; confers with co-workers, assists with complex/problem situations, and provides technical expertise; assists with training and instructing co-workers regarding operational procedures and proper use of equipment; and assists with supervision of co-workers by reporting employee problems and providing input on disciplinary action and employee performance evaluations.
- Receives and reviews work orders; reads and interprets mapping systems, roadway plans, and related documentation; determines and gathers equipment, tools, parts, and supplies needed to conduct work activities; ensures availability of adequate parts and materials to conduct work activities; and initiates requests for new or replacement materials as required.
- Monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations; coordinates setup of work safety zones to maintain safety and traffic control at work sites, including flagging of traffic and setup of safety cones, barricades, and road/warning signs; monitors traffic conditions surrounding trucks/equipment to identify obstructions, pedestrians, or unsafe traffic conditions; and reports any incidents, accidents, problems, or unusual situations. Ensures safety policies/procedures are followed
- Tests the atmosphere in confined spaces for hazardous conditions according to Confined Work Space Training; determines when it is safe to enter.
- Leads and participates in the repair or replacement of water mains, sewer lines, water services, stormwater, fire hydrants, fire hydrant control valves, water system control valves, retrofit of large metered/ fire connections with backflow devices, or other distribution system components as assigned; surveys work areas before work begins; confirms location of utilities prior to starting excavation; checks and completes street cut repair orders and landscaping requests; completes field measurements and drawings to update changes to the water system for GIS; sets up job; flushes and sterilizes water lines; assists CCTV crew; and ensures all repairs and work activities are completed correctly and that applicable standards are maintained.
- For Conveyance team - Cleans gravity main; clears blocked mains; raises manholes, plasters manholes, replaces rings and covers, jack hammers up manholes; repairs sewer lines, beds pipes, performs condition assessments with CCTV equipment, performs dye tests, marks tap locations, installs pipes, removes any Operations & Maintenance related issues causing obstructions in the sewer system. Inspects sewer lines; inspects ARV; services ARV; and conducts point and tap repairs.
- For Utility Locate Team - Locates utility lines before construction; ensures that utility locates are current and tickets are restaked when necessary; ensures that utilities are spotted when digging within tolerance zone; and that damages are reported when applicable. Maintains compliance along with updates to the GA 811 dig law. Handles large projects (over a linear mile or more than 90 days); meets with contractors as needed.
- Maintains assigned equipment; performs general cleaning and maintenance tasks, which may include inspecting equipment, checking/replacing fluids, refueling vehicles, performing minor equipment repairs, greasing equipment, sharpening blades, replacing parts, washing/cleaning equipment, etc.; monitors equipment operations to maintain efficiency and safety; reports faulty equipment; and maintains related records and logs.
- Processes a variety of documentation associated with Department/Division operations within designated timeframes and per established procedures; prepares, completes, and maintains work orders, inspection reports, after-hours reports, repair reports, SSO reports for spills, purchasing card forms, confined space entry forms, spill reports, spill calculation forms, locate forms, work logs, etc.
- Operates or uses various equipment such as CCTV, vac truck, and jet trucks, inspects heavy equipment; power tools, hand tools, and supplies in order to complete work assignments; operates and maintains dump truck, pick-up truck, rubber tire back hoe loader, excavator, air compressor, jack hammer, boring tools, tapping machine, cut-off saw, and other tools and equipment.
- May perform troubleshooting duties related to water or wastewater lines.
- Works on-call as scheduled.
- Performs other assigned duties.
MINIMUM REQUIREMENTS TO PERFORM WORK:
- High School diploma or GED supplemented by training in water or wastewater utility repair and maintenance or a related field; three (3) years of experience in repair and maintenance of water distribution/conveyance system components; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.
Required Licenses/Certifications:
- Must possess and maintain a valid Georgia commercial driver’s license Class A (CDL).
- Within twelve (12) months of employment, must possess and maintain the following certifications or licensures:
- Water Distribution (only if on Distribution)
- Wastewater Collection System (only if on Conveyance)
- Backflow License (only if in Meter Installation)
- Within six (6) months of employment, must possess and maintain Erosion Control Level 1A certification/license.
PHYSICAL DEMANDS:
- This position classifies the physical exertion requirements as heavy work involving lifting no more than 100 pounds at a time with frequent lifting or carrying of objects weighing up to 100 pounds. If someone can do heavy work, then he or she can also do medium, light, and sedentary work.
- Tasks involve some combination of stooping, kneeling, crouching, and crawling; tasks may also involve some pushing and/or pulling of objects and materials of heavy weight. Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
WORK ENVIRONMENT:
- Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature, noise extremes, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, animal/wildlife attacks, animal/human bites, disease, pathogenic substances, or rude/irate customers.
- This position works on-call as scheduled.
- Work is performed part of the time working in an environment where errors on this job can lead to significant physical or mental consequences for self or others.
